The mayor had to be persuaded by the president to order a mandatory evacuation of the city. 2. The governor did not send in the national gaurd immediately. Actually, the governor should have had the national gaurd ready to go before the hurricane hit. 3. Some individuals prevented military forces from providing aid and assistance early on.
